Spitfire Fund 1940 – Help with initials please!

I acquired this lovely brooch some time ago from an antiques shop. The “charm” is a small seashell shape with a small pearl (I think) attched inside it. The pin bar is marked 9ct so I assume the whole brooch is 9 ct gold. On the silk/satin lid lining is printed “B.C.C. Spitfire Fund 1940”. Obviously sold to the more affluent to raise funds for the purchase of a presentation Spitfire (or at least that was the intention) and I know most towns had some such fund, BUT my question is, does anyone have any sensible ideas as to what the B.C.C. may stand for. My initial thoughts are “Bxxx County Council” (where there such things in 1940?) or “Bxxxxx Cricket Club”.

I know the temptation will be to add some silly suggestions (I know I would!) but can we try to be sensible – unless they’re really witty! 🙂
