Not sure of the rules regarding positioning flights,all I can say is contact the office and ask them.
I don’t know what the plans are for the Heron when it is finished,the rules apply to varying levels depending on the aircrafts weight,but they do apply to all public transport,passenger carrying aircraft in the EU to some degree.

The Pembrokes cannot do public transport flights as they operate on a permit to fly.
