Discussions are taking place with the authorites to try and get the exemptions sorted,however each item has to be appealed against individually rather than en-masse and you have to prove that there is an equivilant level of safety in place.
Consequently there is not enough time to get things sorted before the July deadline and the regs change again in two years time!:(
