The UAE is to purchase a batch of advanced Sukhoi Su-35 Flanker-E fighters.

The United Arab Emirates (UAE) has signed an outline agreement to buy Russian aircraft.

According to Russian Industry and Trade Minister Denis Manturov, who led the Russian delegation at the IDEX 2017 exhibition, the UAE is to purchase a batch of advanced Sukhoi Su-35 Flanker-E fighters.

«We signed an agreement of intent for the purchase of the Su-35», Sergei Chemezov, CEO of Rostec Corporation, told Russian news agency TASS. He did not provide details about the deal. A total of 24 Su-35 fighters were sold to China under the first export contract.

so you dont have actual value delivered? and still babbling about huge numbers. Just to give you Saudi F-15 example. practically zero upgrades and about 20 or so exported in paste 8 years.

Rosoboronexport is 85% of Russian exports value (that values getting classified these year)delivered and it does not include any licensing fees. look at Rostec values and other exporters.

The 27 billion number does not include any of the FMS requests 2016-17, so the actual amount is in the mid 30 billions over the last eight years. As to how many have been approved and what the final value of those recent contracts was is more research than I feel like doing to answer your query.
In 2016, the value was 773 million in actual exports to UAE, and 19 billion from 2001-2013 (and that was before the massive spending spree over the last four years).

To put that in perspective, the total value of all Russian arms exports was 13.5 – 15 billion in 2016.

Since 2009, there have been 27 billion in FMS requests by UAE. The US share of the UAE defense market is upward of 70%. This isn’t a shift in policy. There are several factors in play: UAE is unhappy about the speed of FMS requests being approved by congress, and the refusal to sell the F-35.
Many in Congress are calling on a pause regarding the sale of advanced weapons to UAE due to the situation in Yemen (which is odd considering the massive recent proposed sale of weapons to the Saudi gov), this could indeed be a message directed at U.S. Congress.

However, UAE is tired of the U.S. dragging it’s feet on FMS sales, they are still waiting for Congress to approve the 3.5 billion dollar AH-64E contract approved by the State dept. last year. If Russia will fast track the deliveries, they may have a chance to pull off this Su-35 contract. But overall, there isn’t likely to be a shift policy barring an action by Congress or a major diplomatic row.

$27b in FMS?. how many are sign orders and how many per year are delivered?. it is very small amount consider overall relationship that benefit UAE more from one sided airrline travel from overpopulated thrid world. since Russia has more advanced econoomics it isnt interessted in selling alot of fighters since Ruaf is short of thousands of combat aircraft.
The alternative is embargoes on import depended countries.

Oh we know that.. The UAE is still and will probably always be a western arms purchaser. But any sale, especially of a top line fighter, even just a small squad, is a big win. And something to feel quite good about.

A purchase like this will raise the standing of the su 35.

This does expose the apparent conundrum that the US is in with regard to Israel. Israel wants top line stuff like the F 35 but then the Gulf countries cant get them. Israel should have built their own airframe or something.

Then again maybe this purchase is something that both the UAE and Russia wanted to do, to get the feel of each other for this new 5th gen idea. And that idea is presumably in the works because they want 5th gen and the west wont provide them.

Russia is reportedly on the verge of selling more than a dozen advanced Su-35S Flanker-E fighter jets to the United Arab Emirates. If the deal is truly in the works, it could signal a shift by the country away from its long time partner the United States, or it could be an attempt by authorities in Dubai to gain political leverage over their counterparts in Washington.

On Oct. 3, 2017, Russian media outlet TASS reported that a source had told it that the UAE was in line to purchase more than “a squadron” worth of Flanker-Es, typically between 12 and 18 aircraft.
