What if the West had not imposed arms embargo on China after June 4th 1989 massacre?

Would PLAAF have opted for F-15 and F-16 or would it have decided to develop its own infrastructure like J-10 and J-20 or would it have gone for Russian hardware like Su-27 and Su-30?
