Are Venezuelan Su-30MKV Squadrons only 4 aircraft strong?

A total of 24 Su-30MKV’s have been delivered.

They apparently equip:

Gruppo 11
33 Escuadron
34 Escuadron

Gruppo 13
131 Escuadron
132 Escuadron
133 Escuadron
137 Escuadron

If Gruppo = Wing/Group and Escuadron = Squadron, then that means 24 a/c divided by 6 Squadrons = 4 a/c per squadron.

If Gruppo = Squadron and Escuadron = Flight, then that means 4 aircraft per flight, with 11 Squadron (Gruppo) = 8 a/c and 13 Squadron (Gruppo) = 16 aircraft.

Anyone have any clue about how this works?

Or are the squadrons set up in mind of additional Su-30MKV deliveries?
