Long-Term Potential of Passive Sensing Apparatus

What are the long-term constraints on EO, IR, ESM systems in detecting and triangulating threats? In submarine warfare the primacy of passive over active systems is well established. Given continued improvements in passive systems coupled with proliferation of VLO technologies, is it possible that we could see deprecation of radar and re-emergence of passive systems as primary method of aircraft detection?
