there’s a lot of baggage about PAST competitions, but those are PAST, let us focus this thread on the draft RFP and the FUTURE
haha, okay, like that’s ever going to happen, but anyways . . .
The briefing notes that the “warfighter requirements” are “unchanged” from the last competition. However, “this time we will be crystal clear about what we want and what the bidders need to do to win.” The department has added “capabilities that would provide additional value” but are not mandatory, it says. And the selection criteria are more “precise, less subjective.”
the problem of course is that clearly defining how the winner will be chosen means that it will quickly become clear who the winner will be, which means the other party has no incentive to continue in the competition or else will push to get the rules changed, which of course result in the protests from the first party
