Feasability of ultralight ground attack in India

What is the feasability of opening up a small pv concern in India to build ground attack aircraft?

Would the Indian Government provide a company license for such things?

What would it look like? What would it have to be able to do?

We are not talking of nuclear or heavy ground attack aircraft but one that would take care of small pill boxs etc do coin ops etc etc doesnt have to be tip top fantastic and it would not necessarily be only for the Indian market.
