Best African Airforces

I have just returned from a visit to South Africa and was wondering which African country has the most powerful airforce.

Do any of these nations other than SA and Egypt have any sort of serious capability?
Are there any countries that have inflight refueling, electronic warfare and other support aircraft (other than fighters).
