Tornado AESA radar – Reforger?

The current Aircraft Illustrated says that Qinetiq is working on an AESA upgrade for the Tornado GR4 called Reforger, with a hoped-for ISD of soon after 2010.

The only mention of it I’ve found on the web is on this Powerpoint (I know, I know) presentation from RUSI – http://www.rusiresources.com/AirPower/Hillier%20-%20D2%20S6.ppt

Does anyone know anything about it? I’ve seen reports of Qinetiq working on an AESA upgrade under the name ARTS (Advanced Radar Targeting System), e.g. – http://www.qinetiq.com/home/newsroom/news_releases_homepage/2006/1st_quarter/arts.html

Same project? Is that ISD hopelessly optimistic?
