Iraq on the AIRFORCE MAP

Does America really need airforce basis in Iraq SINCE THEY HAVE..bases in kuwait and the base in QATAR plus saudi arabian basis (2)?
beacause of Iran and Isreal Iraq will have its AIRFORCE back but what will it operate??
