Flygvapnet wont train with IAF

I read in the latest issue of AFM that the SwAF refused to partake in an exercise put on by the Italians after the IAF accepted an offer to particaipate. I find this interesting for a number of reasons which i dont think should be discussed here, but would like to know what nations wont participate with others. This of course excludes obvious potenial adversaries, i.e India and Pakistan, IAF and Syria etc etc etc… Perhaps some other examples of poltics trumping training because of a particpant.

I would like to keep this as apolitical as possible, just name who wont train with whom, maybe brief explantion…
