one can read in the second paragraph:

“Air Force Secretary Michael Wynne and Chief of Staff Gen. Michael Moseley also announced plans for a next-generation bomber in operation by 2018, with design efforts beginning in 2010 – significantly earlier than previous plans. The new bomber would anchor the service’s long-range strike by building off new combat drone and engine technology, the officials said.”

A replacement for the strategic bomber fleet as there are B-52, B-1, and perhaps even B-2.
The reference to “combat drone” technology points to an unmanned design.
