Question on the F-22.

On the F-22 on the gaps between control surfaces and the wing or rudder there is a flexible conductive material applied for stealth considerations. My question is on #20 and #42 (those are the ones I noticed anyway) if you look at the material on the inner surface of the vertical tails, down toward the root, it has started to split and fray. I’m assuming this is because of the heat effects of the engines making the material brittle and then cracking and blowing away in the slipstream. My question is is this a new problem or is it something corrected during maintanance? I ask because where it’s applied before the paint it wouldn’t seem to be something you could just slap a bandaid on.
