How do the Swedes get around their "export" law when selling to certain countries?

we know the Swedenish government is unwilling to sell weapons systems (airplanes, artillery, blah blah and blah) to countries that are in conflict or a hot spot.. so how do they get around it since people seem to be willing to buy it even knowing that.

I can think of several like say India using Swedish Artillery during Kashmir, or say some “western” nation uses Swedish aircraft or weapons in some kind of allied campaign, etc.. what will Sweden do?
