This one will be a bit different from the others..
Your country is a peninsular nation, quite cold. You only have one big neighbor above you that is sparsely populated.. and although they don’t really like you and have attempted some political leverages against you.. but ultimately..you have no fear to worry as they have almost no military stationed in the region and lack the infrastructure to do so..the population they have across you is also small (less than 6 digits).
As a result you only require very modest air defense forces (but you do have a wide area of territory to cover).. and a couple of islands to the south of you..
however because of the geography.. the air force is also required to act as a transport agency and a rescue agency for the numerous areas that have no roads built..
your country is prone to earth quakes, avalanches, mudslides etc.
requirements: a decent air defense force.. you also have some UN committments and are popular peace keepers..
a good aerial rescue service that can get people out of natural disasters and able to move large numbers of people in and out of a region.. needs to be rugged and able to handle climatic conditions..
maritime aircraft to make sure foreign fishers aren’t poaching in your waters
budget: 1.5 billion paid through out 10 years.
