F-4 vs Mig-23

Im wondering if these two jets have ever been in combat against eachother. I dont believe that USSR exported the Mig-23 during the time the F-4 was a frontline fighter. How would you rate the combat abilitys of these aircraft if indeed there is no history of these two jets being apposed in combat.
