with todays technology, can China make an F-14 equivelant?

with waht they have today! can they build their own F-14 equivelent with INDIGNEOUS parts, meaning no bought Russian radar or engine or framework (J-11), but using their own developed engines, avionics, and all the other good stuff. Now i say Equivelent, not exactly an F-14
