What do you consider 'operational'?

The whole issue with the LCA, J-10, F-22 and Typhoon got me thinking. It seems to me a lot of people have different definitions of ‘inducted into service’ when it comes to new aircraft entering an airforce.

So it’s poll time. Further explanations on anyone’s opinion of course would be welcomed.
