Why Qatar is selling its Mirages 2000 ?

Why Qatar Emiri Air Force is selling its brand new 12 Mirages
2000 ? ( probably to India )

I saw this news on AFM Issue 187 / October 2003 / Page 15.

They will be left with a “Combat Element” of 6 Alpha Jets.

Do they intend to buy other combat aircraft ?
Are they becoming a second New Zealand without any
Air Combat Element ?
