Question about Russia's naval sam Shtil-1

What exactly does Shtil-1 refer to? Is it the designation for the entire system, the launcher or the missile itself?

I used to think that the Shtil-1 refers to the 9M317/S-A-N-12 missile and the Shtil to the 9M38/S-A-N-7,but now I think that is not true.

For example, CHina’s Type-052B, has the Shtil-1 and is guided by the Front Dome. Why then don’t they look like Front Dome?
