Canadian AF training

As Canada is trying to establish a jet training program to train foriegn AFs, I wonder if they have considered relocating to the US desert regions for year round training. Ive heard Germany trains their pilots in the US for clear weather. Now that Mexico is in accord with Canada through NAFTA, mexico could be another option.
