your country is willing to spend about 1 billion in NEW aircraft purchases, anything else will have to be upgrades.. what will you replace, what will you upgrade?
you’re on very very good terms with Israel (hint there), Russia owes you a 300 million debt, good term with Europe, good with US but they’re reluctant to sell you AMRAAM in fear of upsetting Egypt (who does not like you). aircraft must be able to do round trip from the island to Syria and back.
