LM seeks Boeing to work on F-35

Lockheed Martin is said to be keen to enlist the help of Boeing in the production of the planes at some level!
President of LM Aeronautics, mr Dain Hancock said thet they will be speaking to Boeing in the hope of incorperating some of their tech from their proposal onto the LM winner! Hancock commented, “We take very seriously our responcilility to now deliver the total best-value solution”!

Does this mean that the F-35 has some doubts in the company that produces it? Or is it more a case of we want to be sure we got it right, and if not, we want to pinch your stuff leagley? Or do they just want to rub Boeings nose in it?
