F-4S/RF-4B/RAF Phantoms

I am looking to talk about the Marine/Navy F-4S/RF-4B and RAF F-4K/M/J(UK) during the early 1990’s, i.e. around the time of the Gulf War. I have always wondered why the Marines didn’t send over their RF-4B’s for use in the tactical recce role? The USAF had great success with their RF-4C’s. I assume the F-4S was land-based only by this time? What about the RAF’s Phantom fleet? How come they weren’t sent over to augment the Tornado force in CAP’s. They had essentially the same armament as the F.3. The Tornados could have acted as a mini-AWACS, much in the way that the MiG-31 does. The radar on the RAF Phantoms wasn’t brand-new but it was alright, certainly better than anything Iraqi fighters had. Anyway, I am just wondering about these subjects, particularly the RF-4B topic. It would have been interesting to see RF-4B’s, F-4K/M/J(UK)’s, in addition to the USAF fleet of F-4E’s, F-4G’s, and RF-4C’s.
