answer,
via an INS, based around a simple gps which is programmed with the targets coordinates, and the xpected surface winds. The ins is then capable of making inflight adjustments, with movable fins, to reach the target and dispense the munitions, principle similar to JDAM, i suppose it would use a low grade gps co ord, made up for by it being a munitions dispensor.
