European united airforce

OK, another thread about the so called European airforce (for the far future).

I don’t want to know which jets could be used, but i’m more interrested in how can we organise such an airforce, so that we have one combined force, but still every nation should have a limited amount of a/c on their own (like the national guard in the us).
