German Tornado 'crash' in Nevada

In the accident attrition in Air Forces Monthly ( may edition ), p 78 there is something strange. A German Tornado ‘crashed’ in a restricted area 40 miles south east of Tonopah, whilst on a Red Flag excersize. No reason given. Both crew died. ( 23 March 2001 )

I was wondering what exactly happened? Was it an accident or did it try to do a low runner for Tonopah , to see whatever is rumored to be there, as was shot down by US aircraft?
