Just WTF is this ??????

I received a email from buddy of mine in RS .. Banja Luka to be exact and he gave me this pix…and said take look at this…. when i asked him what it is he said “If you don’t know im not telling (he is an ##### on occasions)…. I also then searched for it on the web trying to get bit more info …but only managed to find it on different forum.
Now the soldiers not very well visible badges, the Types of hats, and the fact that one of the guys is bearded ,,, all confirm his claim that these are the guys from RS army(though im not 100% sure ..the quality of photo is bad)

BUT juts what the f*** is the hardware behind them? I have my suspicion but as i said before this area is only one of my many hobbies and interests ..so i have nowhere near the Knowledge of some of the people here …saying that , I would like one of you guys to comment on this.
a) what is this hardware
b) Are these guys RS army?
c) Is this photo “genuine”
