Latin Spice

Ok, so with regards to Brad’s request I made a thread on Latin american air arms. Lets start top to bottom.
Mexico has the following combat capability:
10 F-5E/F Tiger II
35 AT-33A
76 PC-7 armed trainers for COIN
11 Arava armed transports
44 Mi-8/-17
6 UH-60L Blackhawks for special ops
20 MD-530MG Defenders
3 ERJ-145AEW on order

Now, you have to find a cheap (not just hand me down) way to enhance its capabvility. I would replace the AT-33’s with 30 Su-28 Frogfoots forming just 2 squadrons (instead of 3).
Upgrade the PC-7’s with GPS, NVG´s and comm sys to be interoperable with the AEW. Up to 26 new Mi-17’s and an NVG upgrade for the Blackhawks.
The Aravas are still excellent assault transports and have been used against the guerrillas in the south east.
A dozen Mi-35’s would work well for jungle warfare.
There is a clear lack of fighters and up to 36 ex-USAF F-16’s would replace the F-5’s. AMRAAM capability for only one squadron (18 ac), while the other one could focus on strike missions with Mavericks.
The naval aviation has some 20 further Mi-8’s and 10 L-90 Valmet and 8 C-212 coastal patrol ac. At least 14 P-3C’s are needed and an ASW capability with used SH-2G Seasprites.
