Why f-22 instead of f-23 ????

Why did the US choose the lockheed f-22 above the Northrop/Grumman f-23.

I heard that the f-23 is faster more stealthy and has better range payload capability. So why choose the f-22.
The f-23 looks better to. So why choose a plane that is less capable of doing his job wright instead of a plane that will do the job but with less accuracy or performance.
