Google Earth shows three torpedo boats in a Syrian port, that are 21m long and closely match the Tir class. Iran got Tir class from North Korea, but apparently also has production capability so supplier could be either.

I can’t find any references to Syria operating Tir.

Certainly a possibility. These boats could have a quite a potent capability if they were fitted with the Skval type weapon the Iranians tested last year.
