Yes, its a Magna 44 wich has a 50+ kts top speed. There are some other types that can top 70kts, were confiscated from smugglers and are now used by the MYK ( Monada Ypovrihion Katastrofon, Underwater Demolitions Unit).

Looks like some kind of inflatable, possibly even deployed off the Frigate itself.
