Civil Aviation Organization of Iran (CAO) announce overhaul of 40 Year Old FIS System

The Civil Aviation Organization of Iran has announced recently that it’s Flight Inspection System (FIS) equipment, believed to be approximately 40 years old, has been recently overhauled and reinstalled into the CAO’s Falcon 20 host aircraft:

Is it not strange that the FIS equipment, which has apparently been returned to full operational service is being installed into the CAO’s old Falcon 20 aircraft (close to 40 years old) when it is rumored that the CAO paid upwards of $30 million to purchase a 2002 model Falcon 2000EX specifically for the purpose of hosting this very same FIS equipment:
