Vancouver (and it's Taxiway Future)

I have a question regarding the north to south taxiway, planned for 2014. How will it be built around the Canada Line and the road? These two transit methods are vital to the infrastructure to transport passengers to the various terminals. Will the taxiway be elevated, or will modifications be made to the existing systems, by lowering the road? Additionally, is there not existing institutions and buildings, as well as apron space, that would make it nearly impossible to cut through? Will it be opened in 2014/2015, as was stated in the document (YVR 2027 Master Plan), or have reconsiderations now been made with the addition of the Canada Line? I do believe that it will make travel times to and from 26L/8R much quicker.
