Flybes New Brand on G-JEDP

Any one got any ideas behing this little number.

Dash 8 -402 CN4085 G-JEDP flyBe at NWI 26may07 new green and blue test cs with “Low-Cost but not at no cost” ex C-FDHO.

With the aircraft being one of the newer ones to have a new paint job seems odd with the comment at no cost could this imply there was a problem with here paint a Bombardier is responsable and the have taken the opptunity to try some more advertising.
