They are banned because they are considered unsafe.

What’s the deal with Phuket air? Why did they get banned? I’m assuming Thai is not affected by this.

Here is the full list:
http://europa.eu.int/comm/transport/air/safety/doc/flywell/2006_03_22_flywell_list_en.pdf

  • Air Koryo
  • Air Services Comoros
  • Ariana Afghan (ooooh, this will be controversial)
  • BGB Air
  • GST Aero Air Company
  • Phoenix Aviation
  • Phuket Airlines (they where banned everywhere anyway)
  • Reem Air (this will annoy the Royal Netherlands Air Force. They charter Reem Air big time. Does anyone know if the ban also counts for military and governmental flights?)
  • Silverback Cargo (their plane was chained in BRU anyway for maintenance issues)

Carriers that are not allowed with their own planes, but that are allowed with planes leased from other airlines (not blacklisted airlines obviously).

  • Air Bangladesh
  • Buraq Air
  • Hewa Bora Airlines (their L1011 is still allowed, rest of fleet is banned. In other words, there is still a reason to go plane spotting at BRU ;).

All airlines from these countries are banned as well:

  • Democratic Republic Congo
  • Equatorial Guinea
  • Liberia
  • Sierra Leone
  • Swaziland
