I think Schiphol is open, theres a few pics on a.net that were taken from the rooftop in Feb and March so you should be alright.

There was a section about spotting at Heathrow in the new ALW magazine.

I think for free viewing at London Heathrow, your best spot is just off of runway 09R at the Esso station. It provides great closeup views of the action, with aircraft taxiing past and taking off all the time.

There is a step for you to stand on, so you can see over the barriers on the fence and the garage have provided a large space, not sure if it’s for us people to park in or what, but they do not mind people stopping there. On a Sunday afternoon you’ll see perhaps 15 cars round there.

Just across the road and this is what you see…

LGW spectators gallery is open, LHR is closed with viewing only from the visitors centre.
There are some prime veiwing points around the airport but unfortunately if you loiter for to long you will be moved on by the police.
If aircraft are landing on 09L and taking off on 09R you wont see much from visitors centre

So is LHR. But for photos you need a good zoom. My Minolta 140 zoom is not enough for the landing and taking offs procedures. There´s a spectator area in LHR at one of the runway at Bath Road.
