IFR procedures

Hi guys,

I’m going to start my licenses in the USA and then I want to convert in EASA. I have a question: is there a big difference between the IFR procedures in USA and the IFR procedures in Europe?
And, where could I learn IFR online, or mobile device? Do you know any options for that. Or, i’ve found some apps for that, but which one is you guys use?
