Sea Forts – what's the story?

I didn’t even know about the existence, let alone the history, of these forts. Can anyone give some more information on this subject?

With the current high prices for scrap metal, I would have thought that a band of pikey ‘recyclers’ with gas cutter and barge could make a fortune out of these.
