Some computer advice needed

I have been trying to watch a dvd on my laptop here today, but it won’t play correctly.

When the dvd is playing, it will not run smoothly, jilting forwards and missing out a few frames of each second, as well as missing the acccanying sound.

Its not just this particular dvd or player, and i can’t figure out the problem.

Any ideas? Thanks in advance.
