So in Britain there isent similar function than here, that during the premilary stage of planning process they held this participation-and evaluation congress together with the people and intrests that the plan is about to affect. So in theory during this stage all sort of trouple spots and reasons of complains are investigated and solved with (at least nominally) co-operation wiht the public?

Anyway, as this cross between my future occupation as civil engineer, Im always eager to know more about toher nations planning and survey systems:)
