This might belong in the commercial aviation forum, but given its scope I felt it was more appropriate in here:
The UK opposition party have suggested giving individuals an “allowance” of 1 return short haul flight a year. Those taking more flights than this will face higher taxes. The article I read (the Telegraph) was sketchy on how this would work.
Also proposed is the application of VAT to airline fuel, for domestic flights only, together with the abolition of air passenger duty.
Thoughts….?

In my younger days back in the 60’s, very few people went abroad for their holidays. The seaside was the place to go, and you travelled by coach or train.
If you do want to go abroad, take the train, it’s much more environmentally friendly. However should you still want to travel by plane, be prepared to pay your green tax. I am sure there are plenty who will, and wont be put off by a little extra expense.
Reduced use of plane travel, will help to curb airport expansion, and protect the environment and people, from harmful air pollution.
