Can you help me please with the spelling of this title

I am transcripting an interview I did with an old airman down from audio tape to text, and he mentions a beauracrat type person whom he calls the New Zealand Resident in India, or the … and the word he calls him, the title I mean, is something that sounds phonetically like Shar De Fear. I assume it is a French word, and I’m hopeless with French. I think it means ambassador, or High Commissioner, along those lines.

Can someone please supply me with the correct spelling? Thanks.
