Ukraines new turboprop commuter aircraft is being built using analog flight instruments rather than a modern digital glass cockpit. Their decision to go this route is to reduce costs.
Are modern digital glass cockpits that much more expensive? The aircraft is not selling well contrary to their expectations.

Russian aircrafts just have a bad repo in general to sell well. And now when Boeing and Airbus are selling at decent rates airlines will always prefer those.
The TU 204 has a great modern cockpit but still is not a succesful story.
