Ive always wondered, why during huricanes do people put tape on their windows to keep them from breaking?

Yes… the tape tends to hold the broken glass together and reduce the flying fragment danger.
I personally have found that when driving one thumb on the windscreen can stop a small stone from completely shattering a non laminated window. (ie when large trucks pass I put my thumb against the screen… even quite large stones then often just chip the glass rather than shatter it completely).

They will break, but at least, if they do, the glass won’t split all over. Besides, the hole will be minimised (The tape will block it).
