the interest of the VSTOL or STOBAR is them no need cat, and then, they can go almost anywhere flat.

but if you have allready a carrier fitted with Catapult for the E 2-C, why for God sake not use them for the fighter/bomber ??

No, you’ve missed the point. The carriers are to be equipped FOR BUT NOT WITH catapults. i.e. they will be built so that catapults can easily be fitted, but they will not, to start with, actually have catapults. The ski-jumps will also be built so they can be removed.
