You design strategic deterrent weapons to fit your requirements, not some external standard as to what is good/crap. Russia and the US signed the SORT agreement, which means by 2012 they have to have 1,700-2,200 warheads each, a significant reduction over what they have now. 12 Boreys with 12 tubes, each with MIRVs, makes up a sizeablle chunk of that warhead number. Factor in the land-based ICBM force, and the air force Tu-95MSM and Tu-160s, that’s your warheads right there.

Jane’s Missiles and Rockets has been cited by articles as stating that the Borey-class will carry 20 SLBMs. We don’t know, but either should be adequate.
