EARLY WIND DRIVEN AIR PUMP ?

I acquired this little air pump recently & was wondering if anyone can identify it etc. I know it looks like a model engine, but I am 90% certain that I have seen one on the strut of a WW1 or 1920’s biplane.

For some reason I think the aircraft it was attached to, was either Dutch or German but for the life of me I can’t seem to find the photo again.

Any ideas ?.
